This theme is echoed in Panel 'B' where again you have one thing repeated, in this case the RUC man and his baton rifle. Three judges, 'faceless wonders', as the Bogsiders would say, implement the law that supports the will of the state.
The judges' wigs are made of newsprint to highlight the fact that the judiciary and the media, as is the case in every tyrannical regime, upheld and implemented the values of the ruling class thereby denying both truth and justice.
What keeps the state in existence of course is the might of the RUC police force, the reform of which has become the main insistence of the entire Catholic population. The child obscured by the rifle refers to the fact that most of the victims of plastic bullets have been children.
