'Remembering': Victims, Survivors and Commemoration
NIO Victims' Payment Scheme 2019-2020

 

On 22 October 2019 the Northern Ireland Office (NIO) launched the UK Government's public consultation on a 'Victims' Payment Scheme' (also referred to as the victims' pension). The consultation lasted 5 weeks and closed on 26 November 2019. Documents related to the consultation are listed below. The UK Government brought forward legislation in January 2020 (see below) to provide for a scheme of payments to those living with injuries sustained during the conflict.

The proposal for a pension for people injured in the conflict was mentioned in the Stormont House Agreement (2014) (see below). There were delays in designing and implementing the scheme due to disagreements over potential payments being made to former members of paramilitary groups, and also about whether Stormont or Westminster should cover the cost of the scheme.
