This section provides a list of groups and agencies providing services for
victims and survivors of 'the Troubles'. It lists groups who provide assistance directly to victims and survivors as well as 'support groups'
(mainly statutory) who provide a range of services to victims and survivors. The list also includes organisations, referred to as 'parallel providers', who provide
services for a range of groups, only some of whom are
victims and survivors.
Immediately below all the groups, agencies and organisations detailed in in this section have been listed alphabetically by name. The names provide links to separate tables of information.
The tables of information have been compiled in categories. The first category contains information on statutory agencies. Those groups which deal almost exclusively with victims and survivors have been listed in in three categories: those which are perceived as being mainly nationalist;
those which are perceived as being mainly unionist or British state security forces; and those which are perceived as cross-community. This classification is based on how the various groups would be viewed by most people within Northern Ireland. However, it should be noted that some groups perceived to be nationalist or unionist
also engage in cross-community 'bridging' work. The 'parallel providers' are listed in a separate section,
although some of these groups could be identified as nationalist,
unionist and cross-community. The information below also includes some groups which operate in the Republic of Ireland and in Britain.

The Commission was initially comprised of four Commissioners. The announcement was made by the OFMDFM on 28 January 2008 and enacting legislation was passed by the Northern Ireland Assembly on 27 May 2008.
On 3 September 2012 a single commissioner was appointed (Kathryn Stone). |

In 1997 Sir Kenneth Bloomfield was appointed as the first Northern Ireland Victims Commissioner by the Secretary of State to report on possible ways of recognising the victims of the Northern Ireland conflict. Bloomfield produced his report in 1998.
In October 2005 Mrs Bertha McDougal was appointed as Interim Commissioner for Victims and Survivors to carry out a review of the then support available to victims and survivors of 'the Troubles'. |

A government based liaison unit within
the Northern Ireland Office (NIO), set up by the then Minister for
Victims Adam Ingram MP, to support the implementation of Sir Kenneth
Bloomfield's report, We Will Remember Them (published April 1998). The Victims Liaison Unit initially worked
alongside the Victims Unit (VU) however areas of responsibility were
gradually passed to the Victims Unit and the Victims Liaison Unit
closed at the end of January 2005. |

The Pat Finucane Centre's Mission statement
"The PFC is a non-party political, anti-sectarian human rights group advocating a non-violent resolution of the conflict on the island of Ireland. We believe that all participants to the conflict have violated human rights. The PFC asserts that the failure by the State to uphold Article 7 of the Universal Declaration of Human Rights, “all are equal before the law and are entitled without any discrimination to equal protection of the law”, is the single most important explanation for the initiation and perpetuation of violent conflict. It is therefore implicit to conflict resolution that Article 7 be implemented in full. The PFC campaigns towards that goal." |

A number of sources were used in the compilation of the above
list all of which are in the public domain. The prominent sources were the agencies repsonsible for either
funding or for evlaluating groups. These sources include: The
Community Relations Council List (2007); Hansard (2007); the CLIO
Evalaution Consortium (2002). Problematically, the information for some
of the groups is, at present, sketchy and incomplete. Although some
groups receive statutory funding, they do not appear to have a contact
address. This may be due to the groups wishing to remain anonymous.
Also, some of the names for the groups differ depending on the various
sources. In these cases we include all the names until provenance is
confirmed. We have tried to include some information about the purpose
and work of these groups. Where possible, we have referred to the
groups' own literature for description. The figure for UK government
funding derives from Hansard; however, this source does not clarify
which specific statutory agencies allocate the funding. If a groups'
website specifies their funders, we provide a link to that page. Some
groups are UK and/or Ireland wide and therefore may have multiple
branches. In this case we have only referenced one branch, whether it
is the main headquarters or their branch in Northern Ireland.
1. The figures for UK government funding were taken from a written answer in the House of Lords Daily Hansard for 16 April 2007. The figures show the amounts allocated to organisations involved in providing funding for victims between 10 April 1998 and 31 March 2007. (These figures do not include other sources of funding, such as the District Council Community Relations Programme or EU funding, which victims' groups are eligible to apply for.)
